Another monument designed by Kārlis Zemdega, this one was installed in 1937 and was initially known as a monument to soldiers who liberated and fell in Rūjiena. The monument survived the Soviet era only because a statue of Lenin that was across the street was on a high pedestal and thus overshadowed the monument to the trumpeter of Talava.

Since 1937, the peace of the local inhabitants has been protected by the monument Tālavas taurētājs (bugler). The statue, made from Finnish granite by sculptor K. Zemdega is located in the very centre of Rūjiena. This name, given by the local inhabitants turned out to be longer lasting than the title given by the author - Monument to Freedom and to Those Who Fell. The statue survived the Soviet occupation thanks to local sculptor Jānis Zariņš who erected a statue of Lenin, which was directly op-posite the bugler, on a slightly higher pedestal so it would not appear that the Taurētājs was oppressing Lenin.
